Roma, Costantinopoli Nuova Roma e Mosca Terza Roma sono i soggetti di questi Seminari in quanto realta formalmente precise, volendosi seguire un metodo interdisciplinare di ricerca, in cui si incrocino le prospettive giuridica e storico-religiosa. Le formalizzazioni di queste realta romane sono assai diverse per natura giuridica e religiosa (dall' augustum augurium della fondazione di Roma al canone 3 del Concilio ecumenico Costantinopolitano I del 381, alla Carta costitutiva del Patriarcato di Mosca del 1589); ma da esse si e sviluppata una continuita di istituzioni e pensiero, che supera gli esclusivismi etnici e statali. Dal 21 aprile 1981 operano a Roma, per iniziativa di professori dell' Universita di Roma La Sapienza e con l' intervento del Consiglio Nazionale delle Ricerche, i Seminari internazionali di studi storici Da Roma alla Terza Roma, organizzati annualmente in occasione del Natale dell' Urbe. Nel 1983 il Consiglio Comunale di Roma ha deliberato, all' unanimita, di istituzionalizzare l' iniziativa. Nel 1999 una seduta del XIX Seminario e stata dedicata al CL Anniversario della Repubblica Romana del 1849. Il 30 aprile 1999 hanno avuto inizio i seminari con cui l' Universita di Roma La Sapienza celebra annualmente il Battaglione Universitario Romano comandato dal professore di Diritto romano Pasquale de' Rossi. Questo volume Repubblica Romana del 1849. Battaglione Universitario Romano. Garibaldi, Mazzini e il Popolo russo raccoglie alcuni risultati: del seminario su La Costituzione della Repubblica Romana del 1849 svoltosi il 22 dicembre 1999, con il patrocinio della Corte Costituzionale, presso il Palazzo della Consulta; dei seminari presso l' Universita di Roma La Sapienza per la celebrazione del Battaglione Universitario Romano e, in particolare, di quello su Garibaldi, Mazzini e la Russia, tenutosi nell' aprile 2017.
